India’s Ministry of New and Renewable Energy (MNRE) has issued its second Call for Proposals (CfP) under the National Green Hydrogen Mission (NGHM), inviting government organisations and consortia to develop or upgrade testing infrastructure across the green hydrogen value chain. Selected projects will receive up to 100% funding for equipment, installation, and commissioning.
The initiative, part of a ₹200 crore scheme launched in July 2024, aims to address critical gaps in testing facilities and build new centres to ensure quality, safety, and compliance for components and processes in green hydrogen production, storage, transport, and utilisation.
Eligible applicants include testing agencies, R&D institutes, academic institutions, PSUs, and autonomous bodies. Consortia comprising government and private partners are also welcome, with government partners eligible for full capital support, while private partners will contribute both financially and technically. Up to 15% of total funding may be allocated for operational expenses over four years.
This second CfP builds on the first round launched in August 2024, which approved five proposals for support.
Proposals must be submitted by 10 September 2025 (16:30 hrs) in hard copy to the National Institute of Solar Energy (NISE), Gurugram, following an online stakeholder briefing scheduled for 19 August 2025.
The scheme stipulates milestone-linked disbursements: 20% on project award, 40% after 25% completion, 30% after 75%, and the remaining 10% upon completion. New testing facilities must be operational within 18 months, while upgrades are expected within 12 months, with a possible extension of up to six months.
Notably, facilities developed under the scheme must be accessible to all users and cannot be captive to a single organisation.
This CfP forms an integral part of India’s broader strategy under the NGHM—launched in January 2023 with an outlay of ₹19,744 crore—to bolster green hydrogen production, utilisation, and export potential.
