Oriental Consultants Global Co., Ltd. (OC Global) has signed a Memorandum of Understanding (MoU) with the City of Passo Fundo, Brazil, to support the construction of an on-site green ammonia plant. The agreement, formalised on 22 July 2025, was signed in the presence of senior city officials, including the Rector of the University of Passo Fundo and the President of the City Council.

Through its Brazilian subsidiary, Oriental Consultants Global Do Brasil LTDA (OCGBR), OC Global has invested in Begreen Bioenergia e Fertilizants Sustentaveis Passo Fundo SPE S.A. (SPV Passo Fundo), which is leading the development of the project. The green ammonia facility will be built within the University of Passo Fundo campus, with all required environmental licences secured under federal and local legislation, and with the support of the surrounding community.

The MoU outlines provisions for municipal support, including partial funding for water infrastructure and access roads associated with the project. The plant is expected to contribute significantly to sustainable agricultural practices in Brazil, one of the world’s largest food producers, by reducing reliance on fossil-fuel-based fertilisers and cutting CO₂ emissions.

Beyond its environmental impact, the project has been designed to deliver strong socio-economic benefits. A portion of revenues from commercial operations will be channelled into scholarships for the university’s master’s programme in engineering, supporting human resource development and applied research in the region. Additionally, OCGBR and its partner Begreen H.D. are active members of TecnoAgro, a public–private–academic incubation community based at the university, which has provided technical and professional guidance to strengthen project implementation. By fostering closer ties between academia, industry, and government, the project aims to create a replicable pathway for low-carbon industrial transformation.

The green ammonia plant is also expected to generate employment opportunities, increase local tax revenues, and enhance Passo Fundo’s reputation as a hub for sustainable agritech. Officials believe it will act as a catalyst for similar collaborations across Brazil’s agricultural sector, reinforcing the country’s role in advancing the global energy transition.

With construction backed by strong municipal and community support, the project is poised to become a landmark in Brazil’s efforts to decarbonise agriculture while building long-term social and economic resilience.
