EWE, one of Germany’s leading energy groups, has officially begun building a major 320 megawatt green hydrogen generation facility in Emden, marking a key milestone under the Clean Hydrogen Coastline programme. The civil engineering and structural work has been awarded to a consortium composed of Ludwig Freytag, Gebrüder Neumann and MBN, firms known for their expertise in complex industrial and infrastructure construction.

Once operational, the Emden plant will be among Germany’s first large-scale electrolysers operating at a market-relevant scale. Production of green hydrogen is expected to begin by the end of 2027 with supply directed to industrial customers across the region.

Integrated hydrogen ecosystem and policy call

The Emden facility forms part of a broader hydrogen ecosystem being built by EWE in northern Germany. This includes a major hydrogen storage site at Huntorf and a planned pipeline corridor linking Wilhelmshaven, Leer and Emden. Together these assets aim to support a nationwide hydrogen core network capable of supplying industrial users and enabling large-scale energy transition.

EWE CEO Stefan Döhler said the project marks a shift from planning to active implementation. With experienced contractors appointed for construction, EWE expects smooth execution and greater planning certainty for future hydrogen supply agreements. Döhler called the start of construction a strong signal for the ramp-up of Germany’s industrial hydrogen market.

Döhler emphasised the need for stronger political and regulatory frameworks to accelerate the hydrogen market. Referring to recent national assessments, he called for regulatory reform, stable funding mechanisms and demand-support instruments such as quotas for green industrial products. These measures, he argued, are essential for unlocking the full potential of green hydrogen in climate protection, energy security and industrial competitiveness.
