NTPC Green Energy Limited, a wholly owned subsidiary of NTPC, has invited online bids for the development of a 132 kV Gas Insulated Switchgear substation at the Pudimadaka Green Hydrogen Hub in Andhra Pradesh. The tender will be conducted through a Single Stage Two Envelope system, where bidders must submit a Techno-Commercial Bid in Envelope I and a Price Bid in Envelope II. The project forms a key component of the electrical backbone required to support green hydrogen production at the site.

The contract is structured as a comprehensive turnkey assignment. It includes design, detailed engineering, supply, construction, erection, testing and commissioning of a 132/33 kV substation with a capacity of 2 x 80 MVA. Required civil and architectural works are also part of the scope. The proposed substation will house a five-bay 132 kV GIS, two numbers of 80 MVA transformers, a 33 kV high-tension switchgear with 14 feeders and 415 V low-tension switchgears. Automatic power factor correction systems and all associated equipment needed for reliable operation are mandated under the tender. The selected contractor will additionally undertake five years of operation and maintenance for the entire installation.

Technical criteria, financial requirements and project timelines

The contractor must complete the project, including testing and commissioning of all systems, within one year from the award of work. Detailed technical qualification routes are provided, one of which requires bidders to have commissioned at least one 132 kV or higher voltage GIS installation with a minimum of five bays. This installation must have operated successfully for at least two years within the last ten years.

Financially, bidders must demonstrate an average annual turnover of at least ₹49 crore during the previous three financial years. Their net worth must be equal to or greater than the paid-up share capital as of the last day of the preceding financial year. A bid security of ₹1 crore must be submitted in a separate sealed envelope. Any bid lacking valid bid security will be deemed non-responsive.

Bidding documents can be downloaded from 12 December to 22 December 2025 until 17:00 IST. The pre-bid conference and deadline for queries are scheduled for 23 December 2025. The final date for submission of both envelopes is 6 January 2026 at 15:00 IST, followed by the Techno-Commercial Bid opening at 15:30 IST on the same day. Interested participants must register on the ETS portal and submit a signed Non-Disclosure Agreement to access the documents and enter the bidding process.
