The Carbon Trust has commissioned green hydrogen company H2SEA to carry out a key study under its Integrator Programme, aimed at advancing offshore hydrogen production in line with the growing offshore wind sector. The project, titled Offshore Hydrogen Production Platform Design (H2PD), forms part of the programme’s third phase and will focus on developing scalable solutions for centralized hydrogen generation at sea. The Carbon Trust is a global consultancy and expert partner dedicated to accelerating the transition to a decarbonised, Net Zero future. Established in March 2001 by the UK government, its mission is to drive decarbonisation for businesses, governments and financial institutions worldwide.

The Integrator Programme is a joint industry initiative supported by major energy companies including SSE Renewables, ScottishPower Renewables, Vattenfall, EnBW, Shell, and TotalEnergies. It seeks to accelerate the integration of offshore wind into a low-cost, low-carbon energy system by examining its interaction with existing infrastructure and emerging technologies.

As part of the H2PD project, H2SEA will explore the technical and regulatory feasibility of deploying offshore hydrogen production platforms with a capacity of 500 MW and above. The study is structured into four key phases: market analysis of emerging hydrogen production technologies; development of scalable and environmentally sustainable platform designs; examination of regulatory requirements in the UK and Germany; and strategic recommendations for future policy and investment frameworks.

The outcome of the project will inform the design of next-generation hydrogen platforms that can be deployed in the North Sea and other offshore wind-rich regions, supporting broader efforts to scale up green hydrogen production as part of the global energy transition.
