India and Paraguay on Monday agreed to scale up cooperation in clean energy, with a particular focus on green hydrogen, during high-level talks held in New Delhi between Prime Minister Narendra Modi and visiting Paraguayan President Santiago Peña Palacios.

The two leaders discussed a roadmap for strengthening ties in the production and development of green hydrogen and other renewable energy sources, positioning both countries to play a larger role in the global transition to sustainable energy.

“Green hydrogen presents a critical opportunity for India and Paraguay to collaborate on creating a cleaner and more secure energy future,” Prime Minister Modi said after the delegation-level meeting. He added that Paraguay’s renewable energy potential, especially in hydropower, complements India’s ambitions in green hydrogen production and usage.

President Peña, who is on a three-day state visit to India, expressed his government’s willingness to partner with India in green energy innovation, technology sharing, and investment. The leaders also explored avenues for cooperation in biofuels, cyber security, and digital technology.

To institutionalise this growing partnership, both countries signed a Memorandum of Understanding to set up a Joint Commission Mechanism. This platform will facilitate sustained dialogue on areas including energy, trade, space, agriculture, and defence.

External Affairs Minister Dr. S. Jaishankar met President Peña ahead of the talks and welcomed Paraguay’s interest in collaborating on India’s clean energy mission. “We appreciate President Peña’s forward-looking approach to India-Paraguay cooperation, particularly in sectors that will define the future,” he said.

During his visit, President Peña paid tribute to Mahatma Gandhi at Rajghat and is scheduled to meet President Droupadi Murmu and Vice President Jagdeep Dhankhar. He will also travel to Mumbai to engage with Indian business leaders and explore investment opportunities in energy and innovation.

India and Paraguay established diplomatic ties in 1961 and have since expanded cooperation in trade, agriculture, pharmaceuticals, and IT. With the green hydrogen economy gaining global traction, both nations see an opportunity to align their strategic interests for mutual economic and environmental benefit.

Paraguay, which relies heavily on hydroelectric power and exports clean energy, is emerging as a key partner for India as it looks to accelerate its green hydrogen roadmap under the National Green Hydrogen Mission. Indian firms are also eyeing Latin America as a potential hub for clean energy investments. Also, Brazil and Chile are emerging as key players in the clean ammonia sector, leveraging their abundant renewable energy resources—hydropower in Brazil and solar and wind in Chile—to drive green ammonia production. Both countries are investing in sustainable technologies and forging international partnerships to develop infrastructure for clean ammonia, which is vital for low-carbon fertilizer production and supports their agricultural sectors. With growing global demand for clean ammonia as a hydrogen carrier and fertilizer, and with supportive government policies and export-ready infrastructure, Brazil and Chile are well-positioned to contribute meaningfully to the global clean energy transition.
