Mauritania’s Ministry of Energy and Petroleum has entered into a framework agreement with German firm Möhring Energie Group to establish a large-scale industrial project dedicated to green hydrogen and green ammonia. The agreement was signed in Nouakchott on 18 November by Minister Mohamed Ould Khaled and Möhring’s Technical Director Sascha Möhring, in the presence of delegations from Germany and the European Union. This marks a significant step for Mauritania as it positions itself as a future leader in clean hydrogen development.
The new project, named NAYRAH, will be rolled out in phases. The initial stage calls for 1 GW of installed electric capacity, enabling an annual output of around 140,000 tonnes of green hydrogen and 400,000 tonnes of green ammonia. All production from this first phase is dedicated for export to European markets, with preliminary timelines indicating that first deliveries could take place in 2029. The framework agreement also makes NAYRAH the first German-led initiative approved under Mauritania’s updated regulatory environment for green hydrogen—designed specifically to attract foreign investment and accelerate industrial development using the country’s abundant solar and wind resources.
Growing International Competition for Mauritania’s Hydrogen Potential
The agreement comes at a time of rising global interest in Mauritania’s renewable energy landscape. Several international players have advanced project proposals in the country. In November, GreenGo Energy and S.E.T. Select Energy GmbH signed a co-development agreement for the Megaton Moon project, including efforts to secure long-term commercial off-take. Mauritania’s national hydrogen roadmap estimates a potential production capacity of 20.1 million tonnes per year. The ministry notes that utilising just 5 percent of the coastal regions for solar and wind installations could yield as much as 12 million tonnes of green hydrogen annually—an indicator of the scale that international investors are now targeting.
The NAYRAH project aligns with Mauritania’s strategy to diversify its economy and reinforce ties with European markets seeking low-carbon fuels. Möhring Energie Group views the framework as an anchor for wider German participation in Mauritania’s emerging hydrogen sector. “This partnership opens a structured operational framework for the future of German projects in the region,” Sascha Möhring stated after the signing. The presence of EU officials at the event further signalled Europe’s strategic interest in securing a long-term green hydrogen supply from Africa.
