India’s journey towards green hydrogen scale-up may fall short of its 2030 production goal, according to Santosh Sarangi, Secretary at India’s Ministry of New and Renewable Energy. He told reporters that the country now expects to hit approximately 3 million tonnes per annum (tpa) by 2030, rather than the earlier 5 million tpa target, and may reach that figure only by 2032.

A key challenge behind this revision is the delay in export-oriented projects triggered by policy uncertainty, particularly in Europe, which has weakened the demand outlook for Indian green hydrogen. Sarangi noted that a critical global decarbonisation milestone in maritime shipping has also been delayed, further affecting hydrogen-based fuel demand.

To make up for the shortfall, the Ministry is ramping up efforts to stimulate domestic demand, especially through sectors such as shipping, methanol production and refineries. Tenders are being prepared in collaboration with the Petroleum and Natural Gas Regulatory Board and efforts are underway to ensure infrastructure and connectivity for over 40 GW of renewable projects that currently lack confirmed buyers.
