Chief Minister Mohan Charan Majhi on Tuesday announced that Odisha has secured investments worth ₹1.45 lakh crore for port-based and energy project developments in Paradip, surpassing the state’s initial target of ₹1 lakh crore.

Addressing the gathering at the Boita Bandana Utsav in the port city on Wednesday, the chief minister said that Paradip is set to become the nucleus of industrial expansion in eastern India, with a series of large-scale projects shaping Odisha’s economic roadmap for the coming decade.

Among the most significant announcements was the establishment of a ₹40,000 crore Green Hydrogen Hub in Paradip, one of only three such hubs approved in India under the National Green Hydrogen Mission. The project aims to position Odisha as a leader in the clean energy economy, supporting India’s broader push for decarbonisation and green industrial growth.

The proposed hydrogen hub will be developed with the support of the Ministry of Ports, Shipping and Waterways and the Ministry of New and Renewable Energy. The initiative will serve as a model for integrating renewable energy and green fuels into port-led industrial ecosystems.

According to government reports, the Paradip hydrogen hub is expected to attract allied industries, promote renewable energy integration and enable cleaner industrial operations across the region. It will play a central role in advancing sustainable infrastructure and creating employment opportunities, while strengthening Odisha’s position in India’s emerging hydrogen value chain.

Central to this new wave of industrialisation is the Memorandum of Understanding (MoU) signed between the Odisha government and Indian Oil Corporation Ltd (IOCL) for India’s largest dual-feed naphtha cracker project. The project will further boost the state’s industrial capacity and catalyse downstream manufacturing in the chemicals and petrochemicals sectors.

Together, these developments underscore Paradip’s growing importance as a strategic hub for green energy, port-based industries and large-scale investment. The projects announced are expected to accelerate Odisha’s industrial transformation and reinforce its role in driving India’s clean energy transition.
