The Port Authority of Alicante (APA) has opened a Preliminary Market Consultation for its proposed 1 MW green hydrogen production facility, running until 30 September. The port is seeking private partners to finance, construct, and operate the project under a concession model, with APA providing the framework while the private sector assumes financial and technical risk.


Dubbed Portali-H2, the project aims to produce hydrogen primarily for use in port operations, as well as local maritime and land transport applications. The plant will be designed for scalability, enabling capacity expansion in line with future demand. At least 70 per cent of the facility’s energy will be sourced from renewable power, aligning with APA’s vision of moving towards maximum energy autonomy.

The port authority noted that this initiative positions Alicante as a frontrunner in Spain’s energy transition. “With these actions, APA reinforces its role as an engine of innovation in southeastern Spain and is positioned as one of the enclaves most committed to the energy transition in the state port system,” it said in a statement.

If successful, the project is expected to drive both environmental and economic benefits. Beyond contributing to decarbonisation, APA highlighted that the hydrogen plant could attract new investments and create skilled employment opportunities in the region.

The consultation follows a broader trend in Spain, which already hosts 64 merchant hydrogen production facilities, 30 supply scheme projects, and 62 captive plants, according to GWGI data. Unlike merchant projects designed for open-market supply, APA’s concession model aligns more closely with the supply scheme structure, where hydrogen is produced under specific agreements for defined customers.

The construction timeline will depend on the concession award process and final tender decisions on scope and capacity. If realised, Portali-H2 will mark a milestone in APA’s strategy to embed hydrogen into port infrastructure and operations, further anchoring its role in Spain’s clean energy landscape.
